In regard to criterion 1 of Core Policy 5, we suggest the introduction of the word "significant" before the word "loss". In regard to criterion 4 of Core Policy 5, we suggest the deletion of the additional words relating to "particularly in rural...." We are unconvinced of the need for criterion 9 and, in particular, the reference to temporary permissions.

Core Policy 5 The Gypsy and Traveller community has expressed the desire for a strong co-relation of new sites with extant sites, to support the interrelation and mutual support of their community. There should be a strong presumption against small unrelated sites across the district.

Core policy 4: Whilst we support the intent to provide flood resilience as part of any extensions to gypsy and traveller sites in flood risk areas, we would like to reiterate that we do not see this as justification for such development. We are likely to oppose such development at the planning application stage, unless adequate solutions can be found, as the Planning Practice Guidance (PPG) to the National Planning Policy Framework (NPPF) clearly states that such development should not be permi

Core policy 5: We are in agreement with, and support, point 6 of this Policy which states that development proposals will need to demonstrate the safety of the development and future occupants from flood risk for the lifetime of the development. We consider this consistent with national planning policy.

We welcome the N&S's firm commitment in Core Policy 4 to securing sites for gypsy and traveller accommodation in a proactive manner and the way Core Policy 5 strengthens conservation conditions (now taking settings into account) and introduces conditions in relation to the possible impact of sites on local residents.
