We note that reference is made to the Council's intention to prepare a SPD relating to the sustainable design including the management of water. Anglian Water supports the intention to prepare a SPD on this topic and would wish to support the preparation of this document.

Core Policy 9 In accordance with the Southwell Neighbourhood Plan in accord with the need for sustainable site all allocated sites must be planned as a whole and not on a piecemeal basis. The LPA should ensure that this policy is upheld. There is a focus on sustainable design and clearly identifying the requirements to ensure this is achieved. It is supported that the Lifetime Homes requirement is removed. The majority of Core Policy 9 is supported; particularly the efficient use of land which will ensure development is concentrated in the most highly sustainable places.

Throughout the Core Strategy Review there are references to several Supplementary Planning Documents (SPD) including in Spatial Policy 6 – Infrastructure for Growth and Core Policy 9 – Sustainable Design (in relation to lifetime homes, connections to broadband and management of water) as well as an updated Affordable Housing SPD. The Council is reminded that the NPPF is explicit that an SPD should not add to the financial burden of development (para 154). The Regulations are equally explicit in
